What Are Roof Safety Rails?
Roof safety rails are physical barriers. They sit along the edge of your roof. They stop people from falling off.
You might hear them called different things. Edge protection. Guardrails. Temporary handrails. Fall prevention systems. They all mean the same thing.
These systems usually have three parts:
- A top rail, about 900mm above the roof surface
- A mid-rail
- A bottom rail or toe-board
The idea is simple. Create a barrier. Stop falls before they happen.
Why Roof Rails Matter
Falls from height are the number one cause of death on NSW construction sites. Most serious falls happen from roofs, ladders, and scaffolds. And many happen from under four metres.
That’s not a great height. You can still get badly hurt. Or killed.
Roof guardrail systems provide passive protection. That means they work without anyone having to do anything. No harnesses to clip on. No anchors to check. Just a solid barrier between you and the edge.
Australian Safety Standards Explained
Australia has clear rules about working at heights. They’re not optional.
The Hierarchy of Control
Under the Model WHS Regulations, you must follow a hierarchy. Start with the highest level of control. Only move down if it’s not reasonably practicable.
- Eliminate the risk – Do the work on the ground if you can.
- Passive fall prevention – Guardrails, edge protection, scaffolding.
- Work positioning systems – Restraint systems that stop you reaching the edge.
- Fall arrest systems – Harnesses and lanyards that catch you.
- Ladders and administrative controls – The last resort.
Temporary roof safety rails fall into level two. They’re passive protection. They’re the best option after eliminating the work altogether.
The Critical Angle
Roof pitch changes everything. The steeper the roof, the greater the risk.
Safe Work Australia’s Model Code of Practice identifies 15° as a critical risk point. Slip can become a serious hazard when the pitch is over 15° incline. Additional controls are usually needed.
Then there’s 26 degrees. This is another key threshold. South Australia’s guidance says workers should determine the “critical angle” – below the angle where they can reasonably work and walk across the roof. This must not exceed 26 degrees. If the roof is slippery, that drops to 10 degrees.
For roofs over 26 degrees, you need infill panels between the guardrails. This stops workers from slipping through.
Guardrail Specifications
- First up, the top rail: minimum 900mm above the roof surface. If the roof is over 10 degrees, measure that from 300mm in from the edge.
- Gap rules: 450mm max between rails. Mid-rail to bottom rail? Under 275mm. And the bottom rail itself has to be 150mm to 275mm off the roof.
- One more thing – if the guardrail’s outside the roofline, the gap to the roof edge (including gutters) can’t be more than 100mm.
These aren’t suggestions. They’re requirements.

- 15-26 degrees: The risk increases. You might need roof ladders, edge protection, and fall restraint systems together.
- Over 26 degrees: This is where things get serious. Scaffolding, catch platforms, and fall arrest systems are typically required. Infill panels between guardrails are mandatory.
The steeper the roof, the less margin for error. If you’re unsure about your roof pitch, don’t guess. Get it measured.
Types of Roof Guardrail Systems
There are several options for temporary roof safety rails. The right one depends on your roof type and the job at hand.
Proprietary Systems
These are manufactured systems. They’re designed and tested to Australian Standards (AS/NZS 4994). They come with instructions. They’re easy to install. And they work on a wide range of roof types.
Some are designed for specific roof materials. Tile roofs need special brackets that hook over the tiles without breaking them. Metal roofs might use clamp-on systems. There are even non-penetrating systems for membrane roofs.
Timber Guardrails

The timber must be free from defects. It needs a minimum stress grade of MGP10 or equivalent. A competent person should inspect it. And you should get a structural engineer to design and assess it.
The specifications are detailed. Posts and rails must be the right size for their span. Connections must be secure. It’s not as simple as nailing a few planks together.
Scaffolding
Edge protection can also be achieved using full scaffolding. Guardrails must sit at least 900mm above the roof surface. On steep roofs, scaffolding is often the smartest choice – you get a working platform and edge protection in one.
When Are Roof Safety Rails Mandatory?
When are roof safety rails mandatory? It’s a common question. And the answer isn’t always straightforward.
Under the hierarchy of control, passive protection should be used whenever it’s reasonably practicable. That means guardrails are the preferred option for most roof work.
For high-risk construction work – which includes any work where there’s a risk of a fall of more than three metres – you need a Safe Work Method Statement (SWMS). This document must outline the control measures you’ll use. If you can install guardrails, you should.
For pitches over 26 degrees, infill panels are mandatory. If your roof is steeper than 38°, you need a working platform and guardrails. Over 45° and you’ll need extra protection – wider platforms, higher guardrails, or scaffolding.
In practice, if you’re working on a residential roof, you should have edge protection in place. The penalties for not doing so are severe.
Installation and Dismantling
Installing roof rails isn’t a DIY job. It must be done by competent people. They need the right knowledge, skills, training, and equipment.
The installer must follow the manufacturer’s instructions. They should provide written verification that the system is structurally adequate. And they must hand over documentation to the person using the system.
The system also needs to be designed for your specific roof. It must follow the roof’s profile without gaps. You need safe access and exit points. Workers shouldn’t have to climb over the rails to get onto the roof.

Waiting too long – Don’t wait until you’re on the roof to think about protection. Plan it beforehand. Install the rails before work starts.
